William E. Frazee was the Proprietor of the Pelican Cigar Store and Billiard Parlors. which was located at 115 S. Main, opposite the Northern Pacific Depot, in Livingston, Montana back in the first decade of the 20th Century. For a Business Directory listing for him see, for example, the 1904 Montana R. L.
