William D. Mowre was the Proprietor of a Cigar & Tobacco Store at 2713 1/2 Montana in Billings from about 1906 to 1919. Business Directory listings for him can be found in the 1906 and the 1916 MN-DAKS-MT Polk Gazetteers.
